Sorry but only the FAA controls the airspace. OK can restrict ordinances for local properties but not the airspace....
Simply put; anyone can launch from private/unrestricted property and fly over the areas they are trying to prohibit.
lawmakers are morons sometimes.

“state and local governments are not permitted to regulate any type of aircraft operations, such as flight paths or altitudes, or the navigable airspace,” and “cities and municipalities are not permitted to have their own rules or regulations governing the operation of aircraft. However, as indicated, they may generally determine the location of aircraft landing sites through their land use powers.”

ya when did states have authority over NAS? Only the FAA has jurisdiction as far as i know. The states can however make no fly over state prisons etc

The guy sponsoring the legislation seems to be a right piece of work -  Senator Casey Murdock. Has form - in wanting eradication of native antelope for the sake of precious wheat fields. So basically the motivation behind this is probably him not wanting to have animal rights folk 'spying' on any illegal practices by his farmer friends.

No problem. It is important for all Drone pilots, hobbyist and otherwise to keep an eye on legislation and the current events of the USA. We try to educate others on the safety and the overwhelming number of legitimate uses of drones, but we fight battles every day with rumors and fear of the unknown. It happens with all technology.
