DJI Mavic 2 Pro is the best drone, not only the panorama photo function, but also its highly stable on windy. This photo was taken during sunset, all goldish water, beautiful clouds under 25m/h gust windy.

It is still safe if you fly your drone no more than 1000m in 22m/h windy, but don't fly too high, 40 to 50m is fine.
