I am a French droner with a French licence, French insurance valid in UE, French company, but I have no idea what registration numbers I must fill. May someone help me please ? I have to prepare flight plans for April 2020 in Italy and I cannot access to DFLIGHT because I don't know what "licence enact code", "licence instructor", "licence expiration date", "licence type", IPA and SDI data. :/

As far I know , the new EASA regulations will be in place from next July 2020
In Italy , as you already read on top of this Topic  , is by ENAC and Not yet by EASA

that mean , that if you need operate in Italy , this will be under ENAC rules .

in addiction , looks like in few days something are going to change again ...
expecially for the Drone pilots certificate and his examination that should be online

I assume it won't be possible to get such examens there in Italy. I don't speak Italian, I live in France, and the flight should occur between April 15th and April 30th :/

online exams should be available next month, March.  
But at the moment in Italy  (looks like it is work in progress)
ENAC ( civil aviation authority ) is making this situation a little more confusing for us  ...
for example just yesterday I read a draft copy of the next update, where they spoke of a medical examination for the pilot ... (the medical examination had just been removed 2 months ago ) ...
very difficult to understand what they want to do ...

Anyway for your question I asked a lawyer my friend ...
I’m waiting for his reply  and I will let you know

ENAC (national civil  aviation's authority ) is responsable to provide an online exam as required on the new regulation.
but ... for foreigns person or business activities
I think there is an authentication problem, to login  the ENAC institutional website and be able to take the exam.
The main problem for you  is ENAC seems to require the SPID
(Personal Digital ID authentication system)

SPID can be requested by all Italian citizens - or with residence permits and residents in Italy - who have had their 18th birthday.
SPID is the authentication system that allows citizens and businesses to access the online services of public administration and private members with a unique digital identity.

therefore, I think it is difficult to do exam through the ENAC website

currently many update and change are ongoing on Italian regulation rules due to corona virus and EASA postponing deadline time. So , anytime something can change
