Do you buy your Ipad min with WIFI AND cellular or just the WIFI ? I was thinking about getting a  - Apple Pre-Owned iPad® mini 3 with Wi-Fi - 16GB to fly my MP with.,

I’ve been using an iPad Pro and love the big screen.  WiFi is all you need, which is what I have.

Check DJI website for comparability. Not sure if mini 2 powerful enough. I’d recommend mini 4.
As of WiFi.  You can always preload maps. Or (as I usually do ) if you got iPhone use it as a WiFi hotspot for your tablet. Use cable to Connect controller and iPad.

I'd go for the iPad Pro
