Not every time, but frequently when I start up the new spark, it gives me a box that it's changing the WAN settings according to the laws of my location. This wouldn't be a problem if it would remember that it's in fcc land from last time, or if it didn't disconnect for a couple minutes to reconnect. Did somebody activate this in another country?

Shouldn't it remember that I'm in USA and we use FCC mode here? I did use this android on another spark. That one too was never used outside the USA.

Are you using a 3rd party app like Litchi?  Or a Modded DJIGO4 along side the official DJIGO4 app?

Nope. Just GO4 from Google Play.
I had to use an ancient GO4 to get set up, the current one got server errors after entering the email address of my pre-existing DJI account. Once I got that going, I let it update to the current version.
