It was all organised by the Tourism Board but I did fill out some paperwork with the local film commission and had each flight scheduled beforehand (within reason).

Significant red tape.  Prior permission is required plus many other things.  If this was done in conjunction with a state authority (Visit Jordan?)  then I presume all the paperwork was in hand.  Even if that was the case, then I'm still surprised you are allowed to overfly people as was done here on many occasions, using a drone with no safety redundancies.  I think Chris needs to enlighten us.

Also, many travellers may go to Jordan as part of a wider trip - eg Egypt - and the rules there are very restrictive and you may end up forfeiting your drone on arrival.
