Why won't Photoshop zoom out to fill in sky pano?

I can't figure out what is going on here, I'm guessing I've missed some silly setting in photoshop.

I'm been taking 360 panos with my Mavic Pro, stitching with PTGui, saving as a tiff for editing in Photoshop.  I'd like to zoom out far enough that the hole in the sky is completely visible (seen in many times in tutorials).  

Attached is a screenshot of the hole in the sky, and then how it looks when I zoom out.

Maybe try to go back to one of those tutorials you're mentionning? Seems like they might have the answer you're looking for.
