Is it possible to buy the regular Mavic 2 controller on it's own?

I know that the Smart controller is listed, but not the regular one.

Not from DJI - your best bet is to look for used ones on places like Ebay

Yes you could order it buy the site of DJI , from your local DJI STORE/seller or even from the internet (EBAY, AMAZON)

It is not available on the DJI website, neither is it available on Amazon. There are 2 or 3 available on Ebay, however I don't buy from Ebay.
