I have a dji f450.
Is it normal when the binding is not correct or your transmitter is off and you power on the f450, after the green led procedure the yellow led is constantly blinking fast?
Or does it indicate something else?

Yes, fast yellow is transmission lost, which it would be if your transmitter is turned off or not correctly binded to the aircraft.
