no flying in moving vehicle and crowd people.
no Nightflight
10 kM radius NFZ around airport

Ok, that sounds reasonable.
How about flying over houses, roads etc?

in houses no problem as long as not government establishment
in road, i think there should be no moving car.

We basically have to avoid everything that is man made and keep a 'safe distance' (advised 50m)
