On 1st July 2020 the UK CAA will apply new regulation of drone operations.

My understanding is that PfCO will be scrapped but there is a transfer  of permissions from PfCo to the A2 CofC although it's not clear yet if a  re-test will be required.  

I post a screen grab of the Open Category chart as this is worth consideration.

I don't think so because the airspace agreements and regulations for Europe will be maintained unless there is no withdrawl agreement and even then the CAA want to harmonise:  


"The CAA has been clear since the EU referendum that we consider that the most positive outcome for UK consumers and the aviation industry would be one where the UK has continued participation within the EASA system and for existing systems of mutual recognition between the UK and EASA Member States to remain."
