Anyway i am a Mavic Mini owner and complete novice when it comes to UAV's. Is cell phone service a requirement for flying?

No, I frequently fly my Mavic Air in airplane mode where cell service is disabled. You need a WiFi capable device to connect to the Mini (same as my Mavic air). Cell service is not required.
