A forecast does not accurately tell what the actual wind is or will be.
Forecasts are inaccurate for many reasons.
Look at the sea surface in your video and then check it against the Beaufort Scale:  https://www.spc.noaa.gov/faq/tornado/beaufort.html

The sea surface in your video clearly shows that the wind was in the 10-12 mph range.

The fact you are indenial about the wind speed says how good it actually is.  In Sport mode it was all over the place.  This is what you want.   If the Mini issue didn't have issues like the Spark, this wouldn't even be a discussion just as if the coronavirus didn't kill people, it wouldn't even be a discussion.  Think about how it was last year to today.  No pandemic.  If we were to talk about a pandemic next year, people would just glaze over and not care.

With enough power, you can do 89.9999° of tilt and still have lift.  As to the calculations of the speed required to achieve level-flight, I do not have.

You're talking Russian Space Rocket kind of thrust in a DJI Mini.

No DJI drone is tilting at 60° or 75°.   I would imagine 30° or so is probably about max.

Actually it's 40º tilt for Mini 2, Mini 3 and Mini 3 Pro, it comes in the manual as the maximum tilt in Sports Mode.

around 13.2m/s, 43.34 ft/s, 29.5mph, I think.
