The old one would go to about three feet and hover.  This one just bounces, even when attempting an upward lift with the RC.  Thoughts?

Try it with Remote in sport mode and FULL up!
Start the motors, switch to sport, full left stick forward.
(Don't do it inside ;-)
That worked for me for quiet some time.
After the slow manual launch didn't get it up, always, any longer!
As soon my "bad" Spark was 2m in the air, it could hold itself, after a while it even was flying normally.
Sometimes, it needed up and forward in almost the same time, but: first up, then forward!

Just: You still have warranty?
Contact DJI.
No warranty? Hope that "full Sport ascending" will work for a while.
My bird was twice in for this, it needed a lot of work to "make" them repair (?) it.
Forum, video, trying to get the info to the service, 'cause they don't have the time to "play" a bit with the bird. They test it a couple of times and when it works then, ....!
But afterwards it's fine , for almost 2 years now.
And mine was "sometimes" having this, in the beginning.
With "almost every start", about 6 month "into the problem"
That was it when "slow manual' doesn't really work, any longer.
And I tested "fast starting".

Good luck, hope you have warranty
