There would be no point in shooting HDR in RAW.
As you know, or should do, the in-camera process for HDR is to shoot an under exposed, over exposed and optimum series of photos and combine them into a single image.The over exposed will have dark areas that are now lighter, the under exposed will have over bright areas at about the correct exposure, etc. The images are also NOT JPG or any other format at this point, so you might say they are already close to RAW while the camera combines them. The final image will be JPG.
RAW images often look pretty rough, compared to JPG or TIFF because no attempt has been made to sharpen or compensate in any way for lens issues, exposure,... That is the whole point of RAW, to retain all data so the user can make adjustments.

I was flying my RPA out where a Coal ship was being escorted by tug boats out to sea, I wanted to get the whole city in the BG, and the sun was setting off to one side. So capturing a pano in HDR mode doesn't work as it won't allow manual exposure (it would open up for ground and close down for sky). Also, to take 3 exposures in each pano position (6 x 3 shots) while the subject matter moves, isn't helpful. There is an undetermined lag to move the exposure wheel whilst the image processors (that drives me nuts when it comes to time-lapses). I'd show you an example but I'm processing, etc.
End of the day, AEB has done what I wanted (with the exception of not being able to dictate the exposure bracket I'd like).
Let's assume people on this forum are asking for information as they maybe doing stuff outside the norm.
