One of my TB48s is stuck and will not accept charge beyond 75%.  All other batteries are working well.  Does this indicate I need to discharge completely and recharge or is there another issue with the battery that needs to be investigated?  Thanks for providing information to help identify and correct the problem.  Thanks.

It could be that the FCC battery chip parameter is outdated. The FCC parameter is part of dynamic parameters which are updated by the chip every cycle (fully charge - fully discharge - fully charge). If you don't perform such cycles then FCC could be not updated and you can have such issues.

Try performing a full cycle.
