Why there is no option of D-Cinelike in photo mode?

D CINELIKE and logs are not for still propose. Use raw which is for stills post flexbility propose.

but i need flat color profile? like i have sony a7 iii camera it can shoot stills with flat color profile

Raw does the same job as Log profiles, by not compressing its saving the details in the shadows etc.  If you want it flat you can create a profile in camera raw that you can then load with the images.

There is some misunderstanding here.
RAW profile (MA2 provides DNG files) is completely unprocessed image you get directly from the camera sensor.
DNG stands for Adobe Digital Negative. It's name signifies that the DNG image is as sensor sees it with no processing applied. Cannot get more pure than that.
You do not need to "flatten" it any more. And if you want to you can in post-processing.

The RAW files can be post-processed any way you want in any photo-editor handling DNG files.

Absolutely. This is now standard with the exception of low end consumer equipment.
