Depends on your confidence and skill. Flying over a carp lake at about 2 metres with the Phantom 4 was a bit nervy at first, but keeping the drone in clear line of sight, and a steady hand on the controls, seemed to work. I've uploaded a short clip to YT which you can watch to get some idea, if you wish. Give it an hour or so from the time of this post. Upload bandwidth in this neck of the woods is pretty poor, so it may take YT a while to "cook" it.
As a frequent flyer over water, I have noticed when changing from a hover to movement, the drone does drop about 50mm before returning to the set altitude. The drop, a wave crest or gust can be enough to lose a very low flying drone.
I think changing wave patterns can have the same impact as one of those "out of focus 3d images". In other words, the drone can suddenly believe it's drifted upwards or downwards if dual sensors are matching wave patterns incorrectly (like crossed eyes). Also, if you're over water and within 5m of home, and anything triggers RTH you'll land in place in the water. With virtually NO warning.
