It is either a skate or a ray, likely a stingray considering they are commonly caught by fisherman, and its tail and wings have been trimmed off, probably because they are supposed to taste something like scallops. This is 100% not a manta ray.

Yeah why I  questioned, and I caught Skates ,and My friend did enjoy the meals he made out of the ray, not me.

I'd keep away. Dead or alive.

Because Steve Erwan (SP) got tagged through the heart,    they are harmless.
