There is some debate about this still.
I think it does not , but since the rules have not been implemented here in NL it is not 100% sure.,

Based on the current proposals that we are still waiting to be implemented a drone weighing <250g will either be classed as C0-toy or C0-not a toy. The latter is if the drone is fitted with a camera &/or is capable of being flown >400' in any direction of the operator. If not a toy the drone will require the operator to register him or herself irrespective of the weight and I believe they will also need to obtain a flyer ID. C0-toy are literally as it says on the tin and designed for children as the main demographic.

I personally would not want a drone that weighs less than 250g due to its inability to remain stable and agile in a moderate to fresh breeze. C1 weighing 250g to <900g is what I would like to see and hope its certified as such on the M3 - thats if these EASA rules ever come to fruition...

The debate I am talking about is weather MM is considered <250gr for the EASA rules because it refers to maximum takeoff weight and that is higher with any drone than its base weight.
The MM for example can still takeoff with some acc strapped on, so it clearly is higher than 250gr.

But as said, I have not heard the conclusion since they did not implement it yet.

So you have a 1g margin that defines the categorisation and start adding accessories that take it into the next category (putting a 2g ND filter on the MM for example to increase the weight to 251g) then that will come down to the pilot. I think the categories will be based on stock rather than potential payloads and accessories. I don't think being able to fit a 700g cage on a 800g drone will classify it as 1.5KG. If the pilot puts the cage on then he/she will need to be aware of the restrictions.

That is exactly what the debate was about.
Is it 'drone weight' or max takeoff weight.
In the 'consumer' version of the text it was the first, but the legal one stated max takeoff weight.

But I won't go in that deep myself. I will just follow whatever the lawmakers do.

And countries etc etc - well, we'll be out of it here in less than 3 months time and I'm fairly certain a lot of laws will change in the UK - this whole EASA model may have absolutely no effect on us in the UK anyway.

It's already been delayed twice and you'll get different responses from anyone you ask as open to misinterpretation. Just follow the UK CAA drone code mate whatever you're flying - so much easier when the lines are clear. I've never been approached by any official in over 4 years of flying drones and I doubt a typical English bobby will know a Mavic Mini from an inspire 2 if you paid them. As long as you're registered and have your flyer ID in the 1 in 10,000 chance someone asks for it then you're covered.
