My iPhone 11 connects just fine but if I attempt to connect the iPad (iOS 14.0.1) the leds on the controller do the sequential flash (1 led at a time left to right). The Mavic Mini connects to the controller but DJI Fly will not connect. I've only tried with 1 new cable (don't have another USB-C to Micro USB to test yet). Am I missing a step, could it be the cable or is there an issue with this configuration?

Is the cable an OTG?

Well, I think that might be it! I have an OTG cable coming today to verify but I do recall when I hand-held the iPad and used the stock short USB-C cable it worked.

That was it, new OTG cable came today and now it works.

What a PIA that there are different USB cables. This reminds me of the early ethernet days when you needed a crossover cable and that was a PIA. Now crossovers aren't needed since the hardware and firmware deals with it.
