I had problems getting my DJI Mini 2 speed above 12 m/s, despite capable of DJI Mini 2 Spec claiming 16 m/s. I'm investigating this mystery and think I have a possible explanation, let me know?   

Easy to tell.

Black them out with some Sticky Tape and belt it out.

Makes sense to me, downward sensors limit top speed!

I only use sports mode when I have to (high wind).
Usually the footage is rubbish.

Interesting.....but what if you fly high full speed and lower the altitide?  will the speed stay the same or will it slow down??

Rather than thanking customers for raising characteristics in flight modes, it would be better if DJI informed customers regarding the highlight observations.  We are now left hanging.... is it a bug or is it design? How about a formal response from DJI please.
