I notice more low frequency components with the Mini 1. Is that phone app not A-weighted perhaps? A-weighting would decrease the low frequencies level indicated.
Edit: Being a retired test engineer, I had to try to duplicate your results of course ;-)
I used an SPL-8810 NIST traceable sound meter set to the A-weighted scaling. The drones were positioned aside the meter (not in front or rear), 3 feet away and at the same approximate level over the floor as the meter.
For the Mini, I measured 64-65 dba. The Mini 2 measured 62-64 dba.
The thing I noticed the most was that the Mini had more higher frequency components than the Mini 2. This I attributed to the more flexible props on the Mini. That seems to sound the opposite as your test.
