It was as I bought a 25L tank not knowing that it never cycles due to the size so was having to do water changes every 48 hours. Upgraded to a Fluval Flex 57L and took back the penguin tetras to reduce the stock size. I'm now starting to see ammonia in the water (which is what I want) and keeping it under 1ppm with regular liquid tests to build up the nitrosomonas colonies to covert the ammonia into nitrite to build the nitrobacter colonies to covert to less harmful nitrate.
Keeping the levels constant to feed the beneficial bacteria whilst low enough not to kill the fish is a juggling act though small water changes and restricted feeding every 48 hours controls it. At the end of it I will have completed the nitrogen cycle and can feed the fish once a day and change 15% of the water once a week without harming the fish. I've spent hours researching the whole thing and hundreds of pounds on the kit!
