The answer would be to abort the flight. The wording of “C” is confusing. When they state “the mission must be completed as soon as ice is noticed” should read “the mission must be terminated....”,  “the mission must be aborted...”, “the mission must end....”, etc.

Using the word “complete” implies that the remainder of the mission can be flown after suspecting ice on the aircraft.

Seems like an error in translation between Canadian and the King’s English.
