After hours of hard, sweaty research, I sensationally found out that the database is actually not called fly safely!
it´s called fly safe! Nothing for ungood (as my compatriots use to say)
I think DJi made some adjustments to the file type or the compression type of the database file. When the "new" fly safe database was released, the software application on the cell phone or PC (Assistant v2.1.0) may not have been adjusted accordingly. The app could not unpack properly or implement the file normally on the device. the fly safe database is therefore probably not readable for the firmware. As a result, the software update for the client app came too late (or the database too early). It seems that all those who updated the FlyApp or Assistant 2 first have no problems with the database update. The PC or phone app is probably not able to delete the faulty installation and can not simply start a new update. Something like that would make sense to me. Dji would then have to release a new version of the client app with a fix for the problem. Hope you guys have high load of patience, that might take a while... I´m done with it for now and will check this forum again at the earliest at the weekend.
