DJI FPV Remote Controller Battery full after Many weeks of not using it.  All the other batteries are 3 dots.  DJI FPV Remote is 4?

All devices which use a button to power them on (I think they're called soft start) use a small amount of power to monitor the button. The amount of power used by the soft start button circuitry in the controller is likely different than the power used by the soft start button circuitry in the goggles battery.
The goggles battery has a boost regulator so the pack outputs 9V. The controller doesn't need a boost regulator so it likely has a different circuit than used in the goggles battery. The batteries inside the goggles battery pack and the controller are likely very similar. I know the controller uses two Li-Ion 18650 cells. I'm not sure about the internal cells of the goggles battery but the pack is just the right size to contain two 18650 cells.

Besides the different circuitry used to power on the devices, the goggles use a lot more power than the controller when in use. If you had turned on both devices weeks ago, the goggles battery would have drained faster than the controller batteries. Maybe this is part of the reason the LED numbers don't match.

Just a reminder that if the said DJI remote control is left unused for a long time, its performance will be affected. To keep the said DJI remote controller battery active. It is recommended to recharge and discharge the battery every 3 months or so. During operation, be careful not to store the battery for a long time after completely discharged, to avoid the battery from entering an over-discharged state, causing damage to the battery cell, and the battery cannot be restored to use. How is there no discharge timer for the DJI FPV controller?
