Yes it means 14 to 122 F~
We usually use degree centigrade in China
If the Specification table tell you this of course you can fly in 30 F.
But You need to know low temparature adversely affect the performance of battery and some other electronics components.
Make sure you have fully understood the impact and do the warming up well then you can fly it!!
Though, 30 F is not a very low temperature~
