Is there a way to set a maximum forward velocity in Cine mode (or other mode)? Simply pushing less on the stick is too inconsistent for a video I want to make.

Good question. I feel I have the same problem even if I have the Mavic 2 Pro. Tripod mode is too slow many times and P mode is the one I have problems with. I keep changing the speed. Perhaps my finger is not steady enough.

I'd love to have the really slow tripod mode on the Mini2... but, I don't think it is an option, right?

Unfortunately I do not think so, but hopefully someone here can give you advice on how to achieve something similar.

some smart guy with a 3d printer could probably design something to give u an adjustable limit on the sticks,
shouldn't be too hard

You can change the velocity in the app per flight mode.

I'm sorry, I was wrong.
You can set various 'limits' (sensitivities) but not the forward velocity....
I'm still confused with how it worked with my MP.

PS, this was the video that I thought was showing it (first part)

The trick I use is to put my thumb on the dome where the sticks screw in and push from there,   you have no leverage of the sticks so you can fly smoother/slower that way.
