The thing is that both the .400 firmware as well as the .500 are dangerous. Downgrading is not necessarily safer.
The .500 firmware fixes a critical issue where the battery level can suddenly drop due to inaccurate battery level calculation. That means the .400 firmware has this issue.
The .500 has a sudden power cut "feature" which can leave the drone uncontrollable or near uncontrollable.
I've tried for over half a year to get DJI working on a new firmware, and last month I got a reply from the complaints department that they are working on a new firmware. However, I believe it when I see it. We where once promised to get ProRes RAW on the X5s, too...
Due to the EU regulations, flying legally with these two versions of firmwares are impossible as they are unsafe, many have verified it as well as DJI.
It is frankly quite amazing that they haven't fixed it, it is their version of a professional film drone, yet they handle it so unprofessionally leaving customers unable to fly it for over a year.
I guess we can fly it if we can accept a risk of it crashing. But as it is documented unsafe, it is probably not legal to fly it at all. If it crashes it probably will be difficult with the insurances also. Think if you fly it commercially and it suddenly cuts power and becomes uncontrollable and hurt a person - and you flew with a drone that is documented unsafe... You'll probably get a hefty fine and you loose your permit.
