Seems like everytime one gets banned another pops right back up.  Of course could be the same individual creating many user accounts.

Could well be.  I was an Admin on a different forum and we had the capability of tracking inbound IP addresses.  So we could block the IP address and that stopped a lot of duplicate account creations.  However, it is always a never ending battle.

Nowadays they probably use various IP addresses, but it always helps a little.

Yeah, they probably also have a lot of hacked smart devices doing the hard work for them
