Are those dates beside his silhouette? I guess he was someone of note, in the area? Maybe the guy responsible for building the bridge you were stood on

Very well might be, this bridge is part of hidro power plant. But I cant find him?

Perhaps it's a memorial plaque to someone who sadly lost his life there.
