The re must be some sort of agreement with the local council. And the rock face to the left of shot is already a popular spot for rock climbers.

It's at the confluence of two rivers. There's an Archimedes' Screw installation there to generate electricity from water power. A community project which feeds power into the National Grid sufficient to supply the local supermarket.
