Don't waste your money. The fact you asked the question shows you are not a pro photographer and have a long way to go before NDfilters become relevant to you.
There is an illogical assumption that ND filters make your photography better, if you fit them.
Read a Wiki about the filters.
Now think of the practicality of using ND filters. You have the correct filter fitted for your aerial scene and you take that shot. If you change to a different angle to the sun, for the next scene, you need to land and fit a different filter. Remember, they are like sunglasses of different darkness, so if you have a fixed aperture camera, you have no option to change strength when the scene lighting changes.
In video work the suggestion that it introduces movement blur is also nonsense. This is where spoked wheels seem to run backwards so bluring the image cures the problem. True, this does work but with modern cameras, you are behind the times and doing it wrong.
