Has anybody ever actually gotten a full 31 minutes out of the Mini 2 battery?

I read that the 31 minute claim was based off of DJI testing at sea level, with no wind, and at 10mph. So, on my last vacation, I took my Mini 2 down to the beach and flew around. I made sure to stay as close to 10mph. My best time was around 23 minutes.

Even when I left it hovering, it only made it to 25 minutes.

So, are my batteries just crap or was the claim of 31 minutes a marketing ploy?

I'd say my average is between 16 and 19 minutes. 20 on a good day.

What would you say your average would be?

The best I got was 25 minutes.  The average is closer to 20 minutes.  In real use you will never get the max marketed by DJI.

Your car won't achieve the same fuel consumption that the manufacturer claims because their number is from testing in conditions that you can't match in real world use.
But it's still a genuine number and useful for reference and comparison.

DJI's number will be genuine too, but achieved under laboratory conditions and running the battery down further than you would.
Hovering will always give you less time than flying at a steady 4.7 m/s in windless conditions.

That's true but at least the cars actual fuel economy isn't half to 2/3 of what the company claims.

I can get close to 26 minutes on a good day.

I use Airdata to keep track of all my flights. It shows lots of metrics based on all my flights. Looks like my longest is 22min 14s.

Best time I had was 24 minutes and I then landed with 25% battery left.    I always try to land with 20% battery for best life of the battery.

Nope.
20-22 usually.
I make sure I have about 5 minutes left.
It is really marketing, the M2's flight time seems to be affected by wind more than my MP.

When some say that they can fly for about 25 minutes and then have 20% remaining battery, 31 minutes is certainly possible.

31 minutes are NEVER reached, not even with ONLY floating, without any wind!

Hovering, or "floating" as you call it, costs more energy than flying at a steady, medium speed. As far as I know full stick in "N" setting gives the longest flight time (and thus also highest range).
27 zo 31 minutes would only need 10 % more efficiency.

However, since I never fly a battery 100%->0%->100% but instead something like 90%->30%->90% I never reach those values anyway. How do you fly all the way down to 0% anyway? It auto-lands at that point?
