Well, I think for the purposes he wanted to use them many can.
And many are.
I see a lot of M2's flying around with 'regular' companies flying them (contractors, real estate agents etc. etc. )

That’s pretty cool.  

The last company I worked at had two guys who used one to check manufacturing equipment so they didn’t need to get up ladders etc. the company (a big Fortune 500)  sent them off for a months course and when they do the Inspections they have to get everyone to leave the area.

If they use bigger drones, that would be the case here too, but with the M2 you can just fly (almost) everywhere.

It came about due to being sued over the years.  In America they sue for everything,   Even an apple pie being too hot from McD's.

True. That went way too far if you ask me.
We were in Sweden some years ago and a child fell of a small cliff. (no serious injuries)
The first thing they screamed was 'who is responsible for not having fences here'.
(they were American).
Later on we spoke to them on the campsite and they were told that it is the parents / caretakers responsibility to teach their kids to look out OR watch out for them.
When they recovered from the first 'shock' they actually felt this was a better approach.
