Generally when referring to the RF power levels of the control and video links it’s common to refer to them as CE Power level and FCC power level, CE being the European regions and FCC being mainland USA.
CE users are limited to 100milliwatts on 2.4GHz and 25milliwatts on 5.8GHz. Where as FCC users can use up to at least 700milliwatts on 5.8 GHz, and I believe 400milliwatts on 2.4GHz. This is why European users generally have a maximum range of a few hundred metres at best in built up areas.
To overcome these power restrictions many European users will patch the drone with third party software to provide FCC RF power outputs. They can also disable DJI’s “No Fly Zones”
What this latest FW release does is prevent the use of these 3rd party patches, and ensures the user can no longer install alternate FW version other than those officially released by DJI. The numbering of the FW is irrelevant, DJI can number them anyway they wish. They’ve probably used a previous FW number as they used a previous release to embed these restrictions.
Why are these 3rd party patches so important? Well in my case DJI have deemed my region as a no fly zone when in actuality it is nothing of the sort. I’ve been trying to get DJI to correct this since 2014 but my requests have fallen on deaf ears. Also I am permitted to use RF power limits higher than those generally available to European users, up to 400Watts on 2.4GHz and 5GHz in some circumstances.
