I have the Mavic 2 Pro.  I shot a few photos in 16:9 aspect ratio to frame it.  The DNG file applies the crop permanently.  My Canon 6D and R5 applies the crop but retains the full sensor data so I can later remove the crop and re-crop the photo if you choose to do so.  I was wondering does the Mavic 3 fix this issue or does it still apply a permanent crop to the DNG?

If you want a full-sized image, don't apply a crop.
There's really no need to crop the image before you've even taken it.
Why give away your options before you even shoot?

The reason is to frame the shot.  There are certain shots I need to fit the subject matter within 16:9 frame.  This could also be done if DJI gave aspect ratio gridlines as an option.

Exactly. The in-camera crop is for the instant gratification effect. They don't have side-car XML files to carry the crop info, hence the crop is baked in. It is what it is. Crop in post.

What I'm suggesting is simply method to be able to frame the shot in a certain ratio and then go back in post and actually crop.  Other cameras have that ability so Im saying why not DJI?

That's like saying your DJI camera can fly ... so why can't your Canon?
Different cameras have different features and the camera on your drone would cost a fraction of what your SLR did.

On a list of serious concerns, this one is a long way from the top.

But it's never going to happen, so learn to frame your shots to suit your favoured output.

DJI just added this function in the new firmware for the M3.  They a Frame guide (Overlay for different aspect ratios).  The problem is it's only for video.  Not sure why they only added it for video.
