As far as I know, the only place to buy is mainland China. Do a search and do some reading up on it.

Forgive my ignorance, but what exactly does it do?  Allow for cellular data to the RCP for maps and such, or is it involved in the navigation?

It allows you to fly the Mavic 3 via LTE and not radio so in theory you could have much better range.  You have to strap a usb dongle to the Mavic 3 .
