I think it is probably a bit of both.  I'm sure some just re-invent themselves - especially the ones that advertise "spell casting".

The spells I'm somewhat familiar with are more like the use of magic words and incantations.  Lots of "spell casters - voodoo women" were prevalent in Louisiana for many years.
