By the way, about scooters (electric).  We in Helsinki have limited their speed to 20 or 30 km/h

Topping speeds at 20-30 Km/h is probably best for safety.  Here in the US the Dualtron X2 can reach speeds of 70 mph (about 112 Km/h).  No way would you catch me on an electric scooter doing that speed but there are plenty of daredevils buying them.
