When trying RTH for the first time on Mini 3 Pro I noticed when it started to descend to home point the camera didnt point straight down vertically and the move to horizontal right before landing, is this correct? Pretty sure my Air 2s and Mini Se did it.

I don't think they are having not good luck with the mini 3 pro, think dji has to slow down and fix present problems with their current drones before producing more

The RTH function of the Mini3Pro works as it should - i've used it any number of times.

On my Mavic Air 2, my RTH work most of the time, a few times it lands within 12" of the landing pad.

I’ve found that it doesn’t bother the drone which direction the gimbal is looking when it performs the RTH. It used GPS to locate itself and assumes the collision avoidance on the way down, essentially flying to lane with its eyes closed, but feeler receptacles ready!
