After i charge my action 2 the battery starts draining even when not in use . is this normal ?

at 17.30 hours it was 100%
     18.30 hours 85%
     19.30 hours 78%
     20.30 hours 74%
     21.00 hours 69%
when it was 100% i held the button down for a few seconds until it turned off and repeated that on the times i checked .
