I wanted to clearly see if there was a difference between Action3 and Action2 in low light, so I made this comparison. It looks like they improved a lot the full auto low light processing. Of course, same can probably be obtained with Action2 by twiking manually, but  for a casual guy who want it to work in auto stright away, Action3 is definitely better IMO.
