In the middle of a field without a road nearby rules it out being a tire shop for sure then.  Maybe an old barn or storage facility for farm equipment.

I'd guess it's what the farmers use to weigh down the massive tarpaulin they use to cover the chipped maize, in a kind of clamp, to preserve it for winter cattle fodder.
Common in France. They also use old 20litre plastic drums filled with water.

Fortunately, I don't live in a HOA controlled neighborhood.   No HOA or CDD Fees for me.  Last time I lived on land I had to put up with the HOA covenants and restrictions.  The HOA rep used to come around and measure the height of your lawn grass to make sure it was not above 3.5 inches.  No company vehicles in your driveway overnight.  No personally owned boats in your driveway overnight.  The list just went on and on.  Hence, why I bought plenty of land to keep my live aboard boat on.  All I have to do is pay my annual property taxes and nobody bothers me.

My land is zoned for Agriculture.  So that just means that I can't put a building on the property that is solely used for commercial purposes.

I hear you.  There are many old state laws still on the books here in the US that would no longer apply and instead of nullifying them they just remain inactive.  For example:

In Missouri, you cannot, under any circumstances, drive with an uncaged bear in your car.

North Dakota forbids serving beer and pretzels at the same time.

Illinois forbids you from giving your pup a lighted cigar no matter how much he wants one.

Grand Forks, North Dakota, forbids the throwing of a snowball on public or private property

In Alaska it is illegal to push a live moose out of an airplane.

Crazy laws - but still on the books.

From what I found on it, it dates back to some hunters trying to move some small moose from one location to another and when the plane banked the moose either slipped or fell out.  But one of the members of that hunting party claimed it was pushed out.  So somehow that triggered that old law being enacted.

Amazing,   I recall seeing somewhere that it is legal to shoot bears ion Alaska, but waking a sleeping bear for the purpose of taking a photograph is prohibited.   Although for all I know that is a myth.

According to the local zoo's website the bears in captivity only sleep about 4-5 hours a night.  They also state that they hate being work up so best to let sleeping bears lie.

I bet it does come from that.  In any case, I have no desire to wake up a bear or really even be close to them.  Sharks, no problem, Bears, no way.
