I know the DJI specs for the M3 main lens are 4/3 CMOS, Effective pixels: 20 MP, Lens, FOV: 84° Format Equivalent: 24 mm.

Is the Format mentioned for cameras with 4/3 sensors or 35mm size sensors?

The equivalent should always be to 35mm, so the Mavic 3 is the equivalent of a full frame sensor with a 24mm lens.
