A different train for @Montfrooij,   when I first saw this I thought it was a single carriage passanger train,   but I missed getting a shot,  luckily its bright blue and easy to spot on its return trip.   Seems to be an inspection train and I guess the windows are fake.

And indeed probably an inspection train, although I don't see camera's pointing upwards (here in NL they regularly film all the overhead wires to check for defaults)

It was hard to see how it was inspecting the railway,  nothing was obvious to me even in the enhanced closeup.

True.  I zoomed in and nothing was readily apparent to indicate it was capable of inspecting.  

However, after a little Google search it appears that might be a Track geometry car.  

"Some of the parameters generally measured include position, curvature, alignment of the track, smoothness, and the crosslevel of the two rails. The cars use a variety of sensors, measuring systems, and data management systems to create a profile of the track being inspected. "
