I recently bought the dji mini 2 fly more combo in japan (biccamera - https://www.biccamera.com/bc/item/8699393/ ) and found it strange that the flight time was very short, I looked at the batteries and saw that the batteries tha came are the black ones of 1065Mh, from the mavic mini.

You bought a Mini 2 intended for the Japanese market. Japan has a lower weight restriction than most other markets. So yes, a Mini 2 from Japan has lower capacity and lighter batteries, to meet compliance.

The DJI Mini 2 Intelligent Flight Battery (Japanese version) is different from the Mavic Mini Intelligent Flight Battery, but both can be used on a DJI Mini 2 aircraft. The DJI Mini 2 Intelligent Flight Battery (Japanese version) has 1065 mAh and a weight of 48.9 g. Due to its capacity, it would result in a shorter flight time. The takeoff weight of the DJI Mini 2 (JP version) is 199 g to meet Japan's local requirements just as AzOutback mentioned.
