What is the best filter for high light situations?

In high light situations I find that Neutral density filters work best to reduce the amount of light entering the lens.  I use Freewell ND filters on all my drones.

I use PolarPro ND filters and PGYTech Polarized ND filters with my Pocket 2, those are especially designed for bright days. Of course, like Prezzodrone said, it partially depends on your purposes. For instance, while basic ND filters often are adequate for basic outdoor filming, you may want to consider polarized NDs if you also want to have less reflections from surfaces such as snow, water and windows.

yes, and they also create more dynamic range if used correctly.
