I guess it depends on what you want to show: movement at night with lights or closer with the main subject blurred. Here it doesn't seem as if you did it on purpose.

I would recommend the ND1000 Freewell is selling.
I have it and it works great for this.

I recommend money - I dont have any.
Only filter I am still to buy is polarising for action 3 - does not seem to be available on its own but that is allright 'cos my money is not available on it's own either
